The Monique Burr Foundation for Children, Inc. was founded in 1997 by Edward E. Burr with the mission to give hope in the life of a child through safety and child abuse prevention programs. From 1997 to 2009, the Foundation provided the Childhelp Good-Touch/Bad-Touch™ (GTBT) program, in the Northeast Florida and Tampa area elementary schools. In 2009, the Monique Burr Foundation began the process of updating their safety curriculum, and in the fall of 2009, the Executive Director of the Monique Burr Foundation, Lynn Layton, was appointed to the Education Cooperative Planning Team (ECPT). Experts on the ECPT sought a comprehensive program that would meet the requirements of Florida Statute 39 and The Child Abuse Prevention Training Act of 1985, a law intended to provide all children in Florida schools with primary prevention training (including all forms of child abuse, bullying, pornography, and computer safety); that would meet the requirements of the Florida Sunshine State Standards; and a program that would eventually become an evidence-based curriculum. The result is the new Speak Up Be Safe™ (SUBS) bullying and child abuse prevention education program designed to engage schools, students, adults, families and communities in safety and prevention.
